What is Makkalai Thedi Maruthuvam Scheme?

The Tamil Nadu State Government has launched the Makkalai Thedi Maruthuvam Scheme, which aims to provide healthcare services to the citizens of Tamil Nadu right at their doorstep. Under this scheme, a total of 1172 health sub-centers, 189 primary health centers, and several community health centers are covered.

Through this initiative, individuals who are unable to visit primary health centers or government and private healthcare facilities will receive door-to-door delivery of medicines and other essential health services. This program ensures that all beneficiaries have access to the healthcare they need, making it a significant step towards improving the overall well-being of the people of Tamil Nadu.

Features of Makkalai Thedi Maruthuvam Scheme

1. Hire a mobile outreach vehicle from National Health Mission – Tamil Nadu, with branding that follows prescribed norms. This vehicle will be used by the Block level team, consisting of Palliative Care Staff Nurse and Physiotherapist, to reach out to the community.

2. Provide mobility support for hiring a vehicle to transport drugs from Primary Health Center (PHC) to Higher Secondary Center (HSC). This will enable the Women’s Health Volunteer Scheme (WHVS) to distribute the drugs to enrolled households using a branded bag.

3. Ensure each enlisted patient receives a branded drug box for home delivery of Hypertension and Diabetes drugs. This one-time provision will enhance convenience and adherence to medication.

Components of Makkalai Thedi Maruthuvam Scheme

The following are the components of the CAPD services that shall be provided under the MTM scheme:

The CAPD bags will be supplied by the Palliative Care Staff Nurse, who is a member of the Mobile Outreach Team. This nurse will not only provide education to the beneficiaries, but also monitor their self-care and assess for any signs of infections like peritonitis. If necessary, the nurse may refer them to Secondary/Tertiary institutions for further evaluation and management.

Regardless of the beneficiary’s coverage under the CMCHIS, the Home-Based outreach services will be provided by the field team under this scheme. The guidelines for implementing the program will be developed by the Mission Director in coordination with the State Nodal Officer – Renal Health, and State Nodal Officer Peritoneal Dialysis (CAPD).

At the state level, the State Nodal Officer – CAPD will oversee the CAPD component of the scheme. The Nodal officer at the district level will be either a designated Nephrologist or a Physician, while the District Project Officer of the Chief Minister’s Comprehensive Health Insurance Scheme will be responsible for logistics management of the program.
